We’ve covered the treat-and-plow window — when to get material down — and why ice and snow are different events. This is the question underneath both: whether the material you’re spreading is doing anything at all. Because salt has a floor, and on the coldest events of the season, plenty of trucks are spreading product that quit an hour before they loaded it.
The floor is real, and it isn’t the number on the bag
Sodium chloride’s theoretical range runs deep below zero — the eutectic chemistry says so, and the bag is happy to imply it. But melting isn’t a yes/no; it’s a rate. As pavement temperature falls, the pounds of ice each pound of salt can melt collapses, and the time it takes stretches — until somewhere in the mid-teens the melt rate loses the race against the storm. That’s why FHWA and state-DOT winter-maintenance guidance treats a pavement temperature around 15°F as rock salt’s practical working floor. Below it, straight salt isn’t a de-icer; it’s grit with a reputation.
Pavement temperature, not air — again
The floor is a pavement number, and pavement keeps its own ledger. It’s the same gap we’ve written about between surface and air temperature, running in winter’s direction: after a stretch of cold clear nights, pavement holds cold well below a rebounding air temperature; after a sunny afternoon, it holds warmth into the evening’s snow. An air forecast of 20°F tells you almost nothing — the lot could be at 8°F or 26°F, and those sit on opposite sides of the floor. The forecast total tells you even less; an inch onto 20°F pavement is a routine salt event, and the same inch onto 10°F pavement is a different chemistry.
The material ladder
Where the pavement is heading during the event picks the product:
- Above ~20°F pavement: straight rock salt does its work at ordinary rates.
- Upper teens and falling: the margin is thinning — treated salt (pre-wet, or blended with magnesium/calcium chloride) buys roughly another ten degrees of working range and keeps the melt rate alive.
- Low teens and below: calcium chloride territory — it stays effective far below zero and releases heat as it dissolves, which is exactly what a cold-soaked surface needs.
- The trap: answering a cold event with more rock salt. Doubling a material below its floor doesn’t double the melt — it mostly loads the spring runoff.
Reading the event before you load
- Get the pavement temperature and its trend — the floor is crossed by the surface, not the thermometer on the mirror
- Time the crossing against the precip — salt spread at 18°F and falling may quit mid-event; that’s a chemistry decision, not a quantity one
- Pick material by the coldest pavement hour of the event, not the warmest
- Forecast totals size the plowing; pavement temperature picks the chemistry
